Standard operation procedures for Mission Kissan

Mission Kissan is conceived and promoted with a single objective of preventing suicides by farmers and promoting their economic growth and uplifting rural india social economic.

Mission Kissan is an objective of Swadesh Group to reach out maximum number of farmers across 6,58,000 notified habitations in India.

Swadesh group envisages to have an agent in each habitation – who will be the contact point for the farming community and Swadesh group of companies, especially Swadesh Bank.  The agent is equipped with laptop and internet to enable him interact with his higher-ups for guidance and also reporting his daily activities.

His daily activity comprises of contacting farmers, understanding the soil profile – if necessary sending the soil samples for evaluation and if possible he may conduct soil test himself by the equipment provided by Swadesh group.

Bank account will be opened for the farmers and all the demographic data along with soil samples will be supplied to the District Development Board.

The District Development Board in turn will interact with agriculture universities and suggest crops to be planted with the package of practices.  This activity will enable District Development Board to enumerate the areas with suggested crops.  

The agent will have detailed discussion with the farmer regarding product to be sown, estimated production and amount of advance required to produce.  This data will be electronically transmitted to DDB.

DDB will have set of guidelines established per season, per crop, per acre by understanding the availability of irrigation facilities i.e. river, canal, tank, borewell or rainfed.

The DDB will fix amount of advance to be given to farmer per acre and will disburse the same electronically with a communication to the agent.  The agent now responsible for the money advanced to the farmer towards the product.  The agent shall also identify the other needs of the village through Swadesh Bazar electronically, which includes organic fertilisers, seeds, edible grains, consumer durables, electronic, cosmetic and personal needs.  In short – he promotes the products available in Swadesh Bazar electronically and places an order with Swadesh Bazar electronically weekly/monthly for the entire village.

Agent obtains photographs of the farm area periodically and submits to the DDB.  Agent shall also interact with DDB regarding supply of subsidised grains etc.. from the Government.

The agent gets a commission detailed in annexure towards the orders he places on behalf of the village to the Bazar.  He also gets commission towards opening of accounts, amount of loan disbursed and product purchased as per the annexure.

The laptop /hand held device/PDA and the software is company property which he shall not misuse and return back to the company when quits/resigned/terminated.

Agents are appointed by the DDB after interview and conducting the due deligence.  The agent must be literate to the extent of the operating systems through which he can install internet facilities in to the accounts of the villagers and train them to access evignan, jai kissan, Swadesh Bazar and other operating applications.

The DDB is an active body of representatives from Swadesh Bank, Swadesh Bazar, fertiliser companies, pesticides companies, agriculture equipment dealers, seeds dealers and representatives of agriculture colleges / universities. This DDB shall continuously monitor the farming activities, the farmer’s advance through agents and inform the agents about the latest technologies into agriculture and the other equipments for the health and welfare of the rural community.

The DDB will elect a chairman by rotation / if not nominated from central office; who will interact with the district authorities regarding needs of the farmers and subsidies from the Government. The DDB continuously interact with the agent and apprise him about the government deliverables. DDB will evolve strategies to mitigate long term issues i.e. irrigation, soil development, housing, healthcare, education with central office.  The central office with active consultation of the partnering companies in Swadesh group and also seek support from large corporate outside the group to formulate CSR strategy.

The CSR strategy will be broadly to adapt a village by a company and spend the CSR money towards the development of the village infrastructure over a period of ten years.  DDB is responsible for successful implementation of the project undertaken under CSR and is accountable for the money spent under CSR programme.

The state office will comprise state level managers who will interact with the DDB on the needs and coordinate the same with the partnering companies at state level.  The state level managers will be responsible for achieving turnovers of the group companies.  The state level managers also responsible for finalising the accounts of the DDBs and ratify where ever and when ever needed with the permission of central office and submit the same to central office.

DDBs will make the budgetary requirements for the next year before 15th of January and submit to the state level committee along with the expenditure on date and proposed expenditure till 31st march.

The state level managers after receiving the finance proposals from the DDBs will formulate the state budget, which includes proposed turnover / achieved turnover, proposed CSR/implemented CSR, proposed purchases from the farmers/achieved purchases till date.The state level managers will include the existing salaries, incentives and proposed salaries in the budget and send it to head office.

The head office will have its data base create a statistical approach to the existing infrastructure where in the return on investment will be studied branch wise and evaluation will be done per district regarding the achievements of the turnovers of the group companies, realisation of the advance in terms of produce sale realisation of the produce, aggregated value of the infrastructure built with CSR funds and ranking will be given.  Depending upon the ranking in consultation with the state managers – incentives to DDB and state will be announced.

After receiving the budgetary proposals from head of the state office, the budget committee of the head office will commence its exercise from last week of February and by March 15 the next year targets of turnover , investments and CSR will be announced.

Each transaction will be digital direct transfer of money into the respective accounts and without any handling of the cash.
